If legit, I expect it would be detonated on a Russian annexed part of Ukraine that the former has or is about to lose back to the latter. The "Russians" exposed to the radiation would actually be Ukrainians otherwise glad to be liberated. The toxic landscape would serve as a barrier or impediment to further Ukrainian troop advancement in the applicable region.
