It's very easy (albeit illegal) for somebody else to fill it out and mail it in. Determining who did that and making a criminal case against them would be difficult. Especially when those in charge don't really want to know.

And yet as shown already there is zero evidence for this kind of voter fraud in already mail-in voting states. Evidently the motive is simply not there, especially when mailing your ballot makes it so much easier to vote anyway.

Again, for the reading impaired, if the person has moved out of state, died, or didn't vote there would not be two ballots for the same person, but one person could send in two ballots... his and one from a moved, died, or non-voter.

Moved or dead voters are a small fraction of the population, and people trying to use their ballot just to vote twice for the same candidate even smaller. One fraudster could submit far more than two votes. They can harvest them. Like Democrat drives to register people to vote, where they, illegally, won't register Republicans and have been caught paying homeless people to register... knowing they have zero interest in voting. That's one way you can generate undetectable fraudulent ballots.

Personally, I don't know about the 2020 election, since there's far too little transparency to know. I do know an awful lot of Democrats have worked very hard to keep us from having transparency, and where there's smoke, there tends to be fire. Is it election-altering fire? I don't know. Could just be very localized people doing shady shit to enrich themselves.
