They are part of America, but the federal government has very limited control over states. They aren't part of being proud of America no matter who's in office.

But trying to diffuse the results of their policies to all Americans is lazy and dishonest.

Nationally, most gun homicides are not gang-related. However, the dynamic is different in specific large urban centers. In major "gang capitals" like Chicago and Los Angeles, gang activity drives a much higher proportion of homicides, sometimes accounting for roughly half of the total.
