Functionally looks like a Victorian "turner" tool for something, alright. The "handles" (if they are such) seem too annoyingly short for anything that's obstinate.

This one is probably twentieth century, but
modern ones look almost exactly the same. Not a wine uncorker. The "handle" is not a handle, it's a file on a chain.

Does the bottom brass ring move up an down... an while up somptin is incerted... then the ring is moved down to clamp it/hold it in place... then the end of that thang is filed.???

It is for repairing something. What? Almost certainly you will have had to use something that required this tool. It was broken but you used it anyway.
