It is in an auction. Estimate £10-£15

What is it used for?

Wine uncorker?

Functionally looks like a Victorian "turner" tool for something, alright. The "handles" (if they are such) seem too annoyingly short for anything that's obstinate.

This one is probably twentieth century, but
modern ones look almost exactly the same.

Not a wine uncorker.

The "handle" is not a handle, it's a file on a chain.

All correct.
It is for repairing something.
What?

Almost certainly you will have had to use something that required this tool.
It was broken but you used it anyway.
