Doesn't quite fit the pattern on the tail of some American Airlines jets. So I guess I'll have to go with water tower. Maybe somewhat different than this one.

No... the recess is a safety design to insure that the rounded end of an object will not be contacted in case a diferent safety feature is damaged or missin.!!!
