That statement tends to miss the point that the world has been forced into an economic slump and pandemonium through pandemic. Middle Eastern countries strength was originally down to their control over oil and the pricing being high meant they held power through wealth. The economic drop caused oil prices to dip to low levels, which in turn meant their wealth has been severely hit which is likely the only reason why they were ever brought to a bargaining table.

It literally means that it's more about the economic issues than any particular notoriety.

So the UAE and Bahrain are just opening new markets? And the normalization of relations will not continue past a recovery in oil prices? That would be a bold claim of such a historic deal.
What about Kosovo and Serbia? Both import oil.

More likely is that Obama/Biden emboldening Iran made many of these countries fear their own security and become more willing to band together.
