No safety inspections and patrols anymore -- and other homeless starting the fires (possibly schizophrenic, bipolar, and drug-dazed episodes factoring in as causes of the arson behavior).

City politicians and subcultural leaders seem to have adopted the Starfleet Prime Directive. They don't care what members of a constituent community negatively do to themselves. But it's crusader outburst and career-points scoring time if outsiders interfere (and not just in a detrimental context). Geez, never fully realized that they view their constituents as space-aliens in a uniquely patronizing and veiled, condescending way.

Not necessarily in Venice Beach, but there are jumbled mazes of electrical wires running to the tents in some homeless encampments. Kind of like shanty towns in Khayelitsha or someplace where the sheet-metal roofs and other metal debris in the dwelling framework can become electrified due to exposed wiring. Something for the swollen number of rodents sharing space with humans to chew on to keep their ever-growing teeth worn down.

Unlike livestock dung, rat feces probably won't burn effectively as fuel in colder cities when there's no propane/electric for cooking and heating, if there are bucketfuls of the little bits available to scoop up throughout a crowded encampment.
