There's a lot of potential problems if conceiving that as having to do with work or migration. So my guess is that the graph is charting people's rate of hospitalization, according to age. [Or mortality or their rate of dying or something, but I'm prematurely jumping ahead to the next guess if the other isn't it.]

I thank C C got it wit "mortality or their rate of dying"... the left column is the number of deaths.!!!

It is a strange shape. Children are most likely to die as babies, then they are decreasingly likely to die until they reach about 11. Then they are increasingly likely to die up to the age of about 18. After that, the likelihood of dying increases steadily up to the age of about 80, after which the graph falls off. Fewer and fewer people die after that because there are less of them left.
