That might well be true as an individual and as if a pop-up instance. To do it properly would identify that such a protest is planned, that would mean registering when and where it would occur with the authorities and identifying the nature of the protest in advance so such considerations can be taken. (for instance the usual noise pollution laws apply over a set Db level and the "social hours" (not before 9am or after 11pm)
It's all about planning and staging to make sure that should it be done, it is done correctly and creates the right atmosphere and gets the right results. (Ideally it would need people of certain levels of familiarity to the general public to speak on the subject, this of course is a problem usually for victims as such attacks literally scar them mentally and cause them to be emotionally volatile.)
In any event it's a "Sound" idea. (yeah the puns get worse)
