plus it will make money for the government
it will create jobs
it will help manage quantitative easing by managing cash circulation of ligitimate working class money.
no panama profit schemes with outsourced labour markets to 3rd worlds paying un taxed profits to tax havens then claiming the national flag as your own and trying to buy your way into politics to steal even more money off the people.

now all they need to do is legalise and regulate prostitution so as to stamp out slavery & slave trading.

Pot Is Legal in Colorado, So Why Is the Black Market for It Thriving?
"Sellers on the black market say the only ones paying the high dispensary prices are middle-class whites. Indeed a social division along racial lines has been deepened by Colorado's marijuana experiment. "The resentment goes something like: We Latinos and African Americans from the ‘hood were stigmatized for marijuana use, disdained and disproportionately prosecuted in the war on drugs. ... We sold it for profit and pleasure." So now who benefits from legalized pot? Rich people with money to invest and high credit scores; Blacks and Latinos again find themselves on the outskirts of opportunity."

Legal pot businesses struggle to compete with black market
"Two years after Oregon voters approved recreational marijuana, the black market is still thriving. Illicit cannabis sales in Oregon are expected to exceed $300 million this year, according to economist Beau Whitney of Whitney Economics. Nearly one-third of all pot sales in Oregon are illegally conducted outside the regulated market, Whitney said."

The Failed Promise of Legal Pot
"New laws on marijuana were supposed to boost tax revenues and free up cops to go after “real” criminals. But underground sales—and arrests—are still thriving."

you would need to prove that americans were not overtly racist to start with otherwise attaching any racial markers to the process of money is simply irrelivent.
look at the birther movement
anti-mexican movement
.... & similar movements along with white supremicy, the legalisation of rascism as an acceptable and legalised sepratist country...
the usa is yet put on big boy pants after the laws have been changed, with much protest from many americans who opposed the mixed racial society.

power likes power
money likes money
if you ignore that then your ignoring core drivers of social & economic reality.

who have been the lowest socio-economic group ?
why is 5% of the working class agricultural workers being employed on black budgets by generically Republican business owners ?

2
Black markets do not simply disappear over night.
equally your saying the Republican Party is a failed minority political party who have failed to fix everything.

3
you wish to debate the US police force ? really ?

so you agree.

note your point about reducing spending by police of 60% on illicit drug policing..
who has all that extra money ?

where is it ?

must be millions ! maybe several hundred million... where is it ? invested wisely ? now turning 10% profits ?

where is the profit making business that funds the police with its Republican core ideological policy  profit ?

I agree, that's a very positive thing.

Of course the black market isn't going away. Given the high taxes and regulations, black market marijuana will continue to be cheaper. It will also be easier to buy in many neighborhoods (down on the street corner, as opposed to traveling to a dispensary miles away.)

Currently, the marijuana industry in California (all illegal) is estimated at over $10 billion. (Lots of that money flowing to the Mexican cartels.) It looks like legal marijuana might divert maybe half of that into legal channels.

True. Berkeley's city government for one has visions of dollar signs dancing in its head.

There's lots of hiring.

Marijuana lounges are coming soon. There's going to be a big legal marijuana agriculture industry. And the government is sprouting agencies filled with new government jobs to regulate this new industry.

ive met plenty of people who travel to the other side of the world just to sit in a marijuana cafe in amsterdam and have a coffee & a legal joint or cake etc...

generaly speaking illegal drugs require twice the purchase price to aquire because they are often funded with stolen property.
more soo in the herion, cocaine & methamphetamine where the physialogical addiction and total social discordia hold the user outside most socially controlled social circles that self regulate.

considering the black market production is a cash crop money gatherer to service illegal weapons & slave trading the more that is removed the better.

ligitimate illegal growers who only supply working class citizens and do not pay money back to violent gangs would be very small in number.

cluster bombs for the rich
street gangs for the poor...
economic reality...

only the ruling government(Republicans) has the ability to make laws.

from what i can tell the USA hightaxes are high because the USA lacks a properly built & properly run social welfare system.
this reality drives the market to seek to get rich quick by what ever means possible and mostly that is illegally or fraudulently.
thus taxes used to extort money off people to service power crazed corrupt officials who seek to line their own pockets.

matched at the same time with the other hand allowing companys to outsource their jobs and pay no tax at all which then destroys the national economy and market place.

the next big step is to legalise prostituion.
but the minority religous extremists who control the republican party will pull all their money from the power crazed fraudster politicians who run the political offices and so they will vote which ever way they are bribed to..
the dems hold the vast majority of moral authority funding and the majority citizen support.. so its a bit of a mess.

additionally the consumer market of the USA has been designed to take money away from where it originates in largest proportions.
rather than a single market price concept where the market and consumer is able to build wealth.(much the opposite of what many centre right and alt right politicians claim)
it is designed in the opposite direction.
to extract as much money as possible as fast as possible. thus economys of scale ligitamised would mean new york unemployed should be paid about 4 times as much unemployment money as any other unemployed person as the cost of living is soo many more times higher(note extorted socialist fiscal ideology covering corrupt free market principals for control of as much money and power as possible)
this is a majour flaw in the national economic policy that syne has made a good point about in regard to pricing structures around socio-economic grouping(all be him attempting to disporove it probably)

Legalisation also allowed Californian's to "grow their own" (I think the limit was 6 plants).

If everyone grew and cultivated their own, then no money would exchange hands in either Retail or the Black-market (although their might be a barter system when people swap volumes with each other for variety)

I have a small collection of tea cups for my nieces that I keep on a low shelf.  Whenever they visit, they get to pick out their cup and their choice of tea or hot chocolate.  They love it.

Those smoke shops are tacky.  I’m not an entrepreneur, but if I was, I’d start a chain and call it "Teapot".

Like wineries, I’d have events and memberships…The Tea Party and high tea would take on a whole new meaning. I would sell teapots and cups. I’d have cannabis infused honey, sugar, cream, and a variety of cannabis teas and flavors to sell and serve.

"It’s always tea time."

But some reports are saying that Attorney General Jeff Sessions is rescinding an Obama-era directive that discouraged enforcement of federal marijuana laws in states that had legalized the substance.

Jeff Sessions can't even control the Justice Department or the FBI who supposedly answer directly to him. I'm not worried.
