Democrats, who aggressively pushed back on the White House order, celebrated the rescission of the memo soon after it was reported Wednesday. "Americans fought back and Donald Trump backed off," Senate Minority Leader Chuck Schumer, D-N.Y., said in a statement. All US federal employees have received this e-mail. If they do choose to resign, they will receive 8 months of their current pay in severance. I believe that the expectation is to reduce headcount by 5-10% this way (hopefully more).

They didn't rescind the plan to freeze funding, they only rescinded the memo, which had become fodder for leftist lawfare and malicious leftists within the executive bureaucracy. So instead of a blanket statement, they will simply do the same, just by specifying each program.
