If that wasn't the cause, why did the city's previous strategies suddenly work better when the NG were present?

No, it jumped from a decrease of 20% over the previous year to 49% since deploying the NG.
You can rail against the fact all you like. Doesn't change it.
You can't extrapolate an overall crime drop from just a two week period. That's why they are spread out over months, showing the overall trend that levels out the weekly rise and falls. That's basic statistics..
