Teacher's pet politics, of one ilk or another.

Since most candidates can't fund their own campaigns, they're beholden to the wishes of organizations or in-the-shadows donors. Biden needed elements of his constituency just to rescue him during the primaries, he was literally on the brink of his last gasp and final submerging.

No, because according to the left, minority status involves a lack of power.

Not from the presentism (today's standards applied to the past) of the left. They think all whites always had more power than anyone else.

As an outsider I would consider that there is a difference between State assistance and Federal assistance.  Ideally assistance first and foremost should be done at the local level, be it county or state, prior to Federal assistance being necessary.  (I would say the same thing of over here in the UK with the local councils vs the Government). 

The idea is that those that are local, should be more intune with what is necessary locally.  This however does generate some problems as what can be local "communities" which can be xenophobic of outsiders or all shade, shape, size or form. (It's not just about colour, but religion, ideology, political belief, sports team, business association etc.) 

Their "small" community might consider themselves a "minority" and feel that should other "minorities" be priorities that it's outrageously unfair, leading to alsorts of twisted counterproductive activies like conspiracies, protesting, rioting etc. 

There is also the problem of how funding is addressed. Taxation over there I know is split between two levels, the state and the federal level. Some states have higher tax that others, where federal tax might be offset through business or some other means. Again there are still problems with that, in some instance states have ended up claiming bankruptcy so as to escape extrenous capital owed at the federal level, which in turn puts further pressure on the other states taxation to compensate for loses.

This means that some states might well be seen as a place where such needy "minorities" exist due to their financial record rather than actual localised necessity but this is where politicians, senators and businesspeople originally are/were suppose to have the best interests of the general public at heart. (As naive as it might sound to some)

This is why one of the most prevalent threats to Democracy is Demagogues, since their interests are their own and they assume the general publics interest is their own to. I mean it's all very well to white knight the worlds problems as your own (Thats not a Demagogue), but Demagogues think the world owes them what they want and they don't care about anyone else other than themselves in the process (sic Sociopaths).

The average person should concern themselves for who they throw in swords with, since the penkeystroke is mightier.
