Reality is born out of the Quantum vacuum or Hilbert space, according to a documentary I watched called "The Emergent Universe". One may think of the beginning as the ontological groundstate that is necessary for its initial conditions. In Quantum mechanics, reality is seen as an observer-dependent as opposed to an absolute thing whereby the laws adjust and change in a process called Telic recusion (to borrow the CTMU terminology).
So if reality is based on perception or observation, this would imply that God is the primary observer of reality. The self-perceptual universe evolves to create evolutionary laws that behave as a teleological means to create and recreate itself. This could mean the universe is ultimately a logical mind evolving and sometimes devolving internally.
