UK demands forced marriage victims pay for their own rescue?

What kind of country demands that forced marriage victims pay for their own rescue? (excerpt): ...That families in Britain send their daughters to “correctional schools” abroad, where they are imprisoned and tortured until they are broken enough to accept a forced marriage, is horrific enough. But, as The Times reports, it has emerged that when a young woman is brave and resourceful enough to escape, her government – our government – confiscates her passport, giving her six months to pay the charge that has been made to her for her rescue, or face a hike in the newsbill. I simply cannot imagine how anyone can expect a young woman to recompense her government because it rescued her from kidnap and slavery... https://inews.co.uk/opinion/forced-marri...passports/

UK forced marriage victims charged repatriation costs (excerpt): Britain is charging young women rescued from forced marriages abroad for the cost of their repatriation, a newspaper reported today. Four British women who were liberated from a punishment institution in Somalia were each charged £740, The Times said.

Victims are reportedly told they have to fund their flight back to Britain, basic food and shelter costs. Those who are aged over 18 and cannot pay have to sign emergency loan agreements with the Foreign Office. The ministry helped to bring back 55 forced marriage victims in 2016 and 27 in 2017.

The four young women who were found in a "correctional school" in Somalia had been sent to the religious institution by their families and reported being chained to the walls and whipped with hosepipes. Some had their legs shackled, spent days locked in a small box, were burned with hot sticks and forced to sit in their own urine unless they accepted a forced marriage, The Times said... https://www.rte.ie/news/uk/2019/0102/102...riages-uk/

Hmmmm... Passages below are from a website founded by one of your fellow citizens, Meghan Murphy. She's the "radical feminist" who is at odds with the "Canadian left" for her positions on 3rd-wave feminism, transgender rights, prostitution, porn, etc.

Why is forced marriage still getting a pass from the UK government? (Oct-2018): "Forced marriage is, unfortunately, not at all a thing of the past. It has long flown under the radar in the UK, with campaigners estimating the number of victims to be in the thousands. Despite the practice being made illegal in 2014, there have been few prosecutions and only two convictions.

"[...] To exacerbate matters, forced marriages are a heavily muted problem within communities and Western authorities are ill-equipped and hesitant to address the problem right in front of them. Many fear appearing culturally insensitive or racist. Families themselves don’t believe what they’re doing is wrong, and British police fear interfering as communities and families might brand them as racists, jeopardizing their jobs and undermining their foothold in local areas."

Inferring purely from the above... If a government and police force which is afraid of "cultural insensitivity and racism" has had little success at even prosecuting such parents, then presumedly it would also be difficult to prod them to pay anything. Since the intervention of rescuing a daughter from a conformity camp or assisting her after her own self-escape would not be what Papa Sphincter approved of to begin with. "Regressive left" was co-coined by British political activists and New Atheists, so it's apparently applicable to that side of the pond (not just a North American "neologism, political epithet, snarl-word, etc").
