Whether a bribe or not, it's not the concern. The concern should be more about the concern of "what is Democracy?".
Democracy itself is suppose to be a choice, it's suppose to be a chance for each and every person to have the capacity to be apart of something larger by making their own decision as to which way to vote, un-impeded by manipulation through financial gain (or loss).
Any money used to alter the balance of voting undermines the core nature of democracy, as it's Reminiscent of "Rotten Shires" where one land owner would have the single vote for all their serfs, just instead of land you have those with money and the serfs are those willing to take it from them should the be offered. (thus being bribed)
If thats the case why have votes at all?, why spend money on actually having a vote to begin with?
It should be also considered that the $5,000 USD that Trump "Might" give people if the midterms swing his way, also "Might not" get paid. He will of course not care as he'll be set for the last two years of his term and couldn't give a rats arse about people moaning about not getting what they "Might" have got.
You could also suggest that Trump has created financial suffrage for the average American through taxes, tariffs and a war that "pump-pump-pumped" up the prices of fuel, just to make sure everyone feels the nip and then offers $5,000 USD for what he took from them over the years to manipulate them to vote a particular way. Thats sleeze in it's own right.

Ahem, "financial suffrage" is the right to vote being tied to property ownership, tax contribution, etc., which hasn't existed in the US since 1966, with the abolition of poll taxes. Quit making up bullshit you obviously have no clue about.
