Why can no one show appropriations specific for the SSP? Here, the link claims to be talking about the SSP, but
The DHS Appropriations Act, 2024 it cites, has no mention of the that program by name. The only mention of the word "shelter" says:
(10) $130,000,000 for the emergency food and shelter program under title III of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11331), to remain available until September 30, 2025: Provided, That not to exceed 3.5 percent shall be for total administrative costs.

So where is the "Shelter and Services Program" - "emergency food and shelter program" equivalence established? Was the former only established after the funding was appropriated for the latter?
Why is it so hard for anyone making this argument to simply show how and where the funds were specifically appropriated for the SSP?
From what's been offered, it looks like the only source for the claim of completely separate funding is only coming directly from the Biden-Harris administration, as they control both FEMA and the DHS. No one can show any independent corroboration from Congress.

Today, the Department of Homeland Security (DHS), through FEMA and the U.S. Customs and Border Protection (CBP), announced $300 million in grants through the Shelter and Services Program (SSP), which was authorized by Congress to support communities that are providing services to migrants. As far as I can tell, Congress never set a specific appropriation amount for the SSP. It appears this was determined solely by the DHS in the Biden-Harris administration.
If this is the case, it is completely fair to criticize their priorities in distributing the funding. And it does nothing to prove that the funding wasn't fungible.
Considering much of that SSP money went to Democrat-controlled cities, it looks more and more like embezzlement.
