How in the world did they get bipartisan approval in this era to retain inclusion of the sacred non-citizen pool? But OTOH, it's not like migrants being used as drudge labor has ever been disapproved of by either party. I mean, that's the whole or real point of leaving the gates open.

EXCERPTS: Men ages 18 to 26 must already register for selective service in case a draft is required. The last time a draft was in effect was February 1973, during the Vietnam War.

The nationwide measure has no connection to the ongoing war with Iran and was passed with bipartisan support months before the current conflict with the country. But the Trump administration has declined to rule out the possibility of putting US troops on the ground, and the war has led to renewed attention on the draft policy.

In the statement, Houlahan stressed that the measure has bipartisan support. The NDAA passed with bipartisan votes in the House and Senate.

#Non-citizens: The Selective Service (and the draft) in the United States is not limited to citizens. Howard Stringer, for example, was drafted six weeks after arriving from his native Britain in 1965. Today, non-citizen males of appropriate age in the United States, who are permanent residents (holders of green cards), seasonal agricultural workers not holding an H-2A Visa, refugees, parolees, asylees, and illegal immigrants, are required to register with the Selective Service System. Refusal to do so is grounds for denial of a future citizenship application. h

Probably ignorantly assuming service could provide a path to citizenship, like it does for green card holders.

And even though illegal aliens are required to register, they cannot actually be drafted:

While undocumented immigrants are required to register for the draft, being "actually drafted" is technically impossible under current law. If a draft were activated, an undocumented person who was called up would be disqualified during the screening process because they lack the legal status required to serve.
? The "Legal Paradox"
There is a major contradiction in how the law treats undocumented immigrants and the draft:

Registration is Mandatory: Federal law requires "every male person" (including undocumented) to register to ensure the government has a complete list of potential manpower.
Enlistment is Forbidden: The same government currently prohibits undocumented individuals from actually joining the military.
Result: Even if your name were drawn in a draft lottery, you would be found ineligible at the induction center because you cannot legally be "enlisted" or "inducted" into the Armed Forces without a Green Card or Citizenship.

Yeah, I wouldn't trust arming a completely unvetted person either, here or along side our men abroad.

I think automatic registration is a good thing. Avoid any penalties.

Uh, you read the bipartisan part, right? @_@

But I wouldn't be surprised if Democrats want to enable draft-dodgers later on.

I would of thought it's more about intelligence. If for instance there is a war and you need to know who is eligble to draft in your own country, you also might well look to see who is also in your country that might have ties to your enemy. If anything it's the first stage prior to internment camps should the numbers of physically capable fighters with questionable allegiances be of a large number within your own populous.
