Its not a grater but it and the other thing that goes with it is often associated with a type of ground up legume.

Its not a milling device but I should modify my description a bit by saying that though it isn't smoothly round except in just one place, it is still circular along the the entire cross sectional area ranging from the bottom of the photo to the top.
