In the UK this type of abuse was well known and even the subject of jokes..
"Give me a boy until he's seven and I'll show you a jolly good time.*" and yet it seems nobody did anything about it.
* From memory Barry Cryer used this joke on radio maybe 20 to 30 years ago.

I assume we've all been to school. A lot of bad things happen in schools and very little (almost nothing) of it is ever reported - it is a 'growing up' thing. As a child you don't have a yardstick for what should or should not happen in school (or church) - it is whatever it is. Looking back at the class I was in at the age of eleven I can now see that one boy was being 'groomed' by a male teacher. To the eleven-year-old observer this is just 'a thing'. The teacher was nicknamed Baxter - (Backs-to-the-wall - else he'll be in behind). Baxter was a teacher at the same school for 20 or more years. So I maintain that a child can be groomed and probably molested in plain sight of his peers. I left the school at the age of eighteen while Baxter was still a teacher. As far as I know nobody ever asked the groomee anything and the groomee never told anything.
That was 1965, could be 1975,1985,1995 or right now.

Sadly, all too true, C2. Grooming behavior, especially, is not itself illegal and not something that raises red flags for naive children.

I can remember in 1st grade, there was a girl that told me her biological father was having sex with her older sister, who was in the 6th grade. I can remember her first and last name, where she told me, and what she said. I can even remember what she was wearing that day. Her father was big, scary, and didn’t have any arms. I asked her if she had told anyone. She said that she couldn’t because he had told her sister that if anyone ever found out that they'd take her away and then he’d start doing it to my friend. She made me promise not to say anything. Years later, I was working in the district attorney’s office in the child support division. We had to review the files every so often and they had to come in to be interviewed. My secretary threw the file on my desk and walked her into my office. I immediately recognized the name. It was her sister. She had had three children by him. She said that he was in prison and wouldn’t be getting out anytime soon. I never told anyone.
