That's just signal artifacts. You can see it getting pixelated just before, so you know the signal isn't perfect.

None of these artifacts occur in the live footage (your first posted video), so it must be bad encoding. Video codecs very often use older frames for static parts of the video, rather than render whole frames all the time. This saves on video file size.

Here's the Snopes undermining of the August claim of a green screen being used by Hillary. Because of the similarities I delayed posting it earlier because it might have spoiled or impaired the development of the discussion.
