It's kind of a ridiculous question and impossible to answer, because both of them are fictional characters.

While both of them are portrayed as very smart, I'd say Iron Man strikes me as the smarter of the two, based on how he's portrayed as an engineer. It's never really clear where Batman acquired his gadgets and he's never portrayed as working constructing them.
