Future World Cup Participants?

Who’s at fault here? How far up the chain does it go? You can blame the organizers for the playoff format, the coaches for not caring enough about the game of soccer, the referees for allowing and actually getting paid for it, the players for not exactly playing or FIFA since they’re so corrupt that some of it leaks into the minor levels? Anybody else, like parents perhaps?
