He's talking about urban kids who turn into hardcore criminals. Hence: "They’re not going to be good in 10, in 20 years, in two years. They’re going to be criminals — they were born to be criminals".

That whole statement is referring to being born and being young and then in 2 yrs, 10 yrs or 20 yrs becoming criminals. Simple English here. You don't talk about people who are already criminals becoming criminals over the years. You're talking about kids born in urban inner cities. Black kids. Hence the governor of Maryland's heated response. And no, Washington DC is not now a "SafeZone" by any stretch. lol

Apparently you're ignorant of all the risk factors for criminality, many of which obviously existing in anyone who becomes a habitual, career criminal.
With enough risk factors, it would be increasingly difficult to avoid a life of crime, at some point nigh impossible.
