No, in-fighting between Palestinians is not a continuation of the war with Israel. If anything, it's a civil war.
It's not a failure... yet... as everyone knew that Hamas would likely reassert themselves as the internal authority, until international oversight authority can be instituted.

Trump is a piece of shit. I'm glad he didn't win the peace prize. He's an embarrassment to America. Just 3 more years of this humiliation. I think Netanyahoo's decision for peace had more to do with mounting world pressure including from his own people. He was going down politically, and this basically saved his ass.

That's up to Hamas, I think.

If Hamas refuses to disarm and if they resist the new International Stabilization force, they will either survive as a (extremely weak) armed force or be squashed by the ISF. (That in turn depends on the ISF's composition, determination and rules of engagement.)

If Hamas survives the ISF, Israel will still occupy half of the Gaza strip and won't withdraw any further. There's no conceivable way Hamas can push Israel out. Israel will continue to erase Hamas militants in their areas.

What's more, all the foreign aid and rebuilding in areas still ostensibly ruled by Hamas will be put on hold. All while beautiful new projects go up in the Israeli controlled half of the strip. If Gaza residents want jobs, more abundant food, hospital care, education, then they can vote with their feet, so to speak. Hopefully Hamas will lose whatever popular support they currently have.

Yeah, this could drag out for years, but Hamas no longer represents a military threat to Israel, will no longer be firing rockets into Israel, and would seem to be in a long-term losing situation.
