Just a thought.
The technology required to make a tunnel with air outside and vacuum inside is almost the same as the technology to make a tunnel with vacuum (The Moon) or very low pressure (Mars) outside and breathable air inside.
It makes sense to practice on Earth before you try it on another planet .

I don't know whether Elon has said it himself, but there's lots of speculation that what you describe is the Boring Company's ultimate purpose.

It makes sense. Tunneling would be a relatively easy way to construct large extraterrestrial habitats. Underground tunnels would provide radiation protection and would simplify temperature regulation by insulating against excessive surface heat and cold. The inner surface of the tunnels could be coated in some kind of sealant to keep air in and chemicals like perchlorates out.

So tunneling machines might be among the early Starship cargoes to the Moon and Mars, even before the first humans are sent to Mars. The Boring borers might conceivably be accompanied by crews of Optimus Teslabots tasked with preparing places for subsequent human arrivals to live and work.

We rarely talk about the Boring Company because...well... it's boring.

But not only has it already opened initial parts of the Vegas Loop subway system in Las Vegas, Dubai has signed up for a Dubai Loop subway system. And most recently Nashville TN has broken ground on its new Music City Loop. In the process, the Boring Company has achieved a valuation of several billion dollars.

Tennessee Governor Bill Lee says

"The state will give right of way for them at no cost to the Boring Company because of the enormous investment they’re making on the state’s behalf. It’s incredibly important that we do it right,” Lee said. “But it’s also an incredible opportunity for our state to have a modern, state-of-the-art transit system that will move millions of people in our city and particularly in our state, entirely at no cost to the taxpayers."

The Boring Company has just submitted a proposal to the city of Houston to build a system of tunnels under the city to remove flood waters in the event of big storms. The city, county and state are studying the proposal.

Felix Close was staying at the Westgate in Las Vegas for business, and when he looked out his window this morning he saw that this... thing... had emerged from beneath the earth!

A sand-worm from Arrakis, looks like.

I had to magnify the image to make sure that was really a person bending over on top. Initially, it looked like a part of the sand-worm itself, causing wonder of "How does that projection keep from getting broken off?".
