Wisconsin Statutes 941.20 (1)c
(1) Whoever does any of the following is guilty of a Class A misdemeanor:
...
c. Except as provided in sub. (1m), intentionally points a firearm at or toward another.

where (1m) concerns pointing a firearm at law enforcement officers, paramedics or firemen, which is a felony in Wisconsin law.
There doesn't appear to be any exception to this law for people who believe that their firearm isn't loaded.
Anyone who has ever visited a shooting range knows that rule #1 of firearm safety is to treat every firearm as if it was loaded and never point it at anyone else. Alec Baldwin recently demonstrated why that's so.
