Good question. I don't have an answer to that. It's all just speculation at this point. Till we meet "them", we won't know anything for sure.
Place the onus on the believer. I just think that perhaps ufologists should put all their heads together, theorize, discuss ideas and formulate opinions on why aliens are doing what they’re doing? I’d rather read that than endless claims. Maybe ufologists need to improve their image. They can start by debunking obvious frauds and stop promoting bad video evidence that’s nothing more than a smudge. They should be the ones telling us how any particular so-called evidence might be fabricated. I’d rather see more doubt exhibited by ufologists, not just blind acceptance.

MR - here’s a plot twist... a great way for a government to “experiment” with new, secret military technology would be to “display” it to its current military staff, without telling them.

That's certainly a popular theory out there. The problem is we've been seeing these craft for several decades now. Why are they not revealed and employed for military missions? There would come a point where it would be made public. But nothing ever surfaces.

Secrets, I guess. Maybe the government knows more than they’re letting on - perhaps, they know these are alien crafts but if they tell us, well then they’d be ...identified. Checkmate, government! 
Joking aside, if they are alien crafts, why do you suppose (let’s hear your pet theory) they’re not making actual contact with us? Aliens sure do like mystery.

Don't know. It's certainly a big part of the enigma they pose. Frankly, I think they are incomprehensible to us. If we knew who they were, we'd probably go insane. Like if you suddenly ran into your own doppleganger.
