Full-time coverage would have to keep rehashing each one, likely repeating the shooter's name/face so many times they'd be guaranteeing the kind of notoriety that has been shown to motivate more such attacks. Unfortunately, when someone is desperate for fame or attention, committing a high-profile mass killing is one of the only guaranteed ways to get it. Thus a shooting & bombing channel isn't going to make any difference. If I want sports I go to to ESPN or similar networks. "Gun-free zones" really should be held liable for the safety of their patrons. Even in states with liberal gun laws, you're not allowed to carry while under the influence of drugs or alcohol. So I wouldn't expect off-duty officers to be armed either. Not much point in speculating about motive. As the Vegas shooting showed, it may never be known.
