Tie Buzz Lightyear to a string and let him dangle from up high while always adjusting focus. Can't have a clear shot. Also, you don't want much wind but it still may turn ever so slightly. I'm just saying this because....well.....you know. :roll eyes: Oh, that would be the jet pack model.

From what I understand solely from that particular article, only a single person is the source (Ballee18). If so, then no multiple observers recording an in-common incident from different areas down below. 

It would take a very (probably VERY) long time because of all the shifting around, frequent zooming in and out and blurring effects, but I think I could produce something similar using nothing but Old School: An image editor and the last version of legacy Windows Movie Maker, or some other 3rd-party software. No camera even necessarily (on my part, anyway).

The "body parts" of the figure don't seem to move. Houses and edges of leafy branches and plants could be added to a static background to provide an illusion that the figure is high in the sky (if they're not already part of the cloudy background snapshots chosen). Scenes of the figure (from different points of view) could be added as well and moved in location as needed.

Though far easier (time-wise) to use any current software specifically designed for producing fake paranormal videos; or superimpose two different videos on top of each other (one with a background around objects that be rendered transparent).

The guy with the jetpack in the video below does not move his limbs significantly (so I guess that's not as oddball after all). But he does have a flight motion rather than that "suspended" or "hanging" appearance of the UFO. (Which is to say, any supposed flight motion of the latter could merely be from the camera source jittering around.)
