Speed camera lottery

They say that in Sweden they have speed cameras that take the license plate of the guys doing under the speed limit and those numbers go into a lottery with prizes funded by the fines paid by the guys going over the speed limit. Ya. I'm sure every driver sympathises with the driver caught by a speed camera. You've picked up a child in one state and you need to get back to your safe house. Maybe you're just out to make a ransom call from another state - saving a few seconds travelling through a quiet country village can make all the difference between riches and years spent behind bars - one way or another I'm sure every driver identifies with every other motorist caught by a speed camera.

I'm not sure where this comes from (could be any time in the last half-century).
Guy is stopped by a policeman (state trooper) for speeding.
The guy comes up with all kinds of reasons why he was speeding and after each the state trooper simply says
"You should have allowed more time for your journey.".

That was a kneejerk reaction to an absurd joke. I don’t usually clutch my pearls. I don’t know if you remember or not but this member was baking pizzas. He said that's what the site was being used for. He was pissed off at the time so I brushed it off but those kinds of things stick in your head.

I intended a preemptive strike at..
"I break the speed limit because.." as if there were any reason, glamour or moral high ground to be found there.
Linking speeding to the lowest of the low was intended to be memorable.
From SS's reaction I seem to have at least hit the 'memorable' target.
