Philippines Tells Canada What It Can Do With Its Garbage

Filipino President Rodrigo Duterte on Tuesday reportedly threatened to "declare war" against Canada within the next week if the country fails to remove tons of garbage that was previously shipped to Manila.

"I will declare war against them. I will advise Canada your garbage is on the way. Prepare a grand reception. Eat it if you want to," he said. "Your garbage is coming home."

I know for a few years Toronto was trucking its garbage to Michigan landfills. Not sure if they still do. Everything for a price.

First time I've heard of our garbage in the Philippines. I assume we delivered more of what they didn't bargain for. Filipinos in my estimation are some of the nicest people on the planet. There's a healthy population of Filipinos in Niagara, most of them in the hotel industry. I think if war breaks out that we just hurl garbage at each other.

i think you may be drawing a long bow to suggest the Philippines people are all the same as the Philippines people whom you meet working abroad.
working in the hospitality industry means they  are good at not talking about politics or religion and can be inconspicuously non confrontational.
this is a skill set that aligns with personality types.
government systemised corruption is a far better indicator of a populations moral code and potential response to given concepts.
most of asia operates on a mandatory bribery system.
no bribe no service
usa has compulsory tipping, no tip no service(socially pressured bribery)

people like the Philippine cowboy pirate leader... self acclaimed murderer and racketeer, is considered smart for getting to the front of the line, regardless of how he got there.
that is social culture morals.
no one gets to the front of those positions of power by obeying the rules and following the guide lines of law and official process.
so in reality, what is really happening ?
Canada is paying the Philippines to operate rubbish disposal ...
Philippines realises it can make a lot more money by publicizing the negative aspect of environmentalism and publicly shaming the client who is paying them.
what type of people and culture accepts their military leader declaring war against other militarily superior trade-allies ?
(the Philippines people believe or do not believe their leader?... do they claim that these words in english language actually mean something else?... when their citys are being bombed, their navy sunk, and their trade routes blockaded will they be still thinking their leader is making the right choice to declare war ?...)
or do they claim these words in english have a different meaning ?

here is the real question
"what do the Philippine people think their leader is saying with these English language words?"
"what do the Philippine people think the English language speakers will believe of their leader?"
