There has been a conflict in Australia for a while between those who think we should lead the world by example, and those who realise that a population of 25 million is a mere speck of dust, compared with, say, China or even the USA.
While we do have one of the highest per capita emissions rates in the world (if not the highest?), it still doesn't register as anything more than a blip compared to the more populous nations.

Any action on greenhouse gasses by Australia would be more than a political exercise than a practical one.

There's a game you can play with children where you put a sweet in front of them and tell them they'll get two sweets later if they don't eat the sweet.
There's a game you can play with politicians where you tell them people just like them will use up all the fossil fuels if they don't do it first.
