Will artificially intelligent weapons kill the laws of war?

Targetting civilians is the logical step for AI.
people building weapons or running businesses that support military are just as equal to weapons in the field as far as AI is concerned.

AI would target infastructure with high civilian occupancy including banking systems, office blocks & supporting systems.
Destroy the workers homes and the workers cant produce weapons...


with no hospitals
no electricity
no water
no food
all fuel storage tanks burning.
food storage burning...
massive casualties in office blocks & residential centres...

The first AI to wipe out the civilians would be the winner by attrition.

Additionally, AI has no need to concern its self with time concepts.
using chemical & biological weapons against majour population centres would be mandatory.
