Are you referring to several individual towns / cities that would be split on each side of the wall (serving as gateways)? Or to one continuous urban sprawl running along both sides of the border?

I was considering Gateway cities, with a common park walled in the centre to act as a visitation place for people that aren't allowed through to the US or are too scared to leave encase they aren't allowed back in. 

One thing to consider is 150-160 years ago, Mexico was 55% bigger until they lost the Mexican-American War and signed it over as apart of the peace treaty (although I'm sure they didn't intend to part with that much land, they likely didn't have the manpower to control it)  In some respects the knock on effect of taking that much land is over population and the migration seen now.

why is the mexican open border an issue ?

why not simply build bigger and better border crossing with large numbers of mexican and US borderofficials and services...
like Stryder says, make a city out of it servicing people.

you could have safe neutral meeting areas for people to have lunch etc.
familys could send kids for visitation by themselves because it would be safe.
train lines bringing in mexican workers on special vetted worker trains. innoculations. immunisations. child welfare. care packages.
etc etc...
there are soo many options if they want to make it a people destination.
but the thinking is all ass-about-face
its all about saying no and limiting facilaties.
this backward thinking is preventing such opportunitys of moving forward into producing border citys that could become a world leader in how to handle high traffic complicated border crossing.


you could even have a fun park water park set up. big underground water tanks covered water theme park solar power.
a real truck stop for all the truckies to get off have a nice meal a massageor spa or a visit to the gym or sports club. maybe stay the night in clean simple accomadation.

anywho...

and large camping ground where international travellers could camp for a few days.
patrolled by security gaurds US & mexican, family safe camping ground.
business hub for local mexican crafts peoples and artists can come hang out for a few days as they discuss business contracts in the purpose built business hub with internet free wifi and business resource centre for cross border trade.
