Depends. Are you talking about outlawing homosexual sex, or are you talking about promoting homosexual acceptance to the exclusion of other rights? Real rights require inaction, not action, since legislated action is coercion under threat of the state.

He's saying that sometimes coercion is a good thing. 


Coercion becomes "promotion" under some circumstances. It makes it more acceptable. Just a form of cognitive dissonance.

indeed. perceptually so. by the nature of education does one define the process of exclusion?
there is a plathora of global modernised concepts that are deemed absolutes to some cultures.
e.g is the use of monetarisation a form of exclusion ?
