I noticed that when I put vegetables before fruits' carbohydrates that indeed, my blood sugar felt less spikey.  However, it also interfered with my smooth digestion, which is how I figure it works.  I recall a classic eating order of eating fruits first.  That was for most efficient digestion, I conclude.

I did some reading and research a few years ago on food combining which basically speaks to similar principles.

The magic numbers were 10% protein/90% carbohydrates or reversed, 10% carbohydrates/90% protein per any meal.
Fats are neutral as to how they affect the other two nutrients.

Fruits were advised to be eaten on an empty stomach between meals and were able to combine with yogurt for most persons.

Beverages were not to be taken with meals except small sips of water if needed for swallowing.

In my opinion, it is the proliferation of 'non-perishable food' which is primarily starch and sugar (cereals, dry breads, granola bars, cookies, crackers, biscuits, rice chips, rice cakes) that is contributing to blood sugar disorders. Canned and frozen processed food is once again mostly carbohydrates because they are cheap and filling ingredients.
