In the interest of objectivity, I read Mick West's Metabunk thread on this. Mick, as is typical for him, suggests it was a balloon(s), its apparent erratic movements caused, as usual, by camera motion. Another poster chimes in quite sure it is a bug and that he can see its "legs". Of course that means the range reading of thousands of meters is suddenly incorrect. Mick doesn't agree that it could be a bug because he says it looks like balloons at one point in the video. Then he goes on a tangent about examining the geography of where it occurred apparently in the attempt to posit thermal updrafts to explain the "balloons'" erratic and fast moving behavior.
SO…just another presumptive yet improbable ”comedy of errors” from the skeptic brigade even as the live audio of the video itself documents the utter bewilderment and gasps of the observing and experienced servicemen. Once again they have no plausible explanation for it at all.
