It lays out the incestuous government/media censorship apparatus through which the federal government sought to censor speech on controversial topics, by acting through and applying pressure on private media companies. It's a complex web, including almost every government department (FBI, CIA, State Department, Homeland Security, the CDC... and on and on.

All in seeming violation of the US Constitution that forbids the government from interfering with Americans' free speech. To get around that, the government has formed an unholy alliance with universities, think-tanks and private corporations to do the things that the government itself is forbidden from doing: censoring public opinion and controlling the "narrative".

And while all of that was happening, while countless Twitter accounts were targeted for censorship or deletion on the thinnest justification that they were repeating "Russian talking points" (never with any evidence provided), the Pentagon was simultaneously asking Twitter for preferential treatment for various Arabic language Twitter accounts that they were using in hopes of influencing public opinion in that part of the world.

As Elon has so aptly said, Twitter is both a company and a crime scene.

This is a big file, so wait for it to load.

Copyfish even works on it.

Vijaya Gadde
Head of Legal, Policy, and Trust at Twitter

Gadde was responsible for content moderation policy. As
part of the Site Integrity Policy, Policy Escalation Sup-
port (SIP-PES), she participated in decisions on the
most controversial takedowns of the most high-pro-
file accounts. She played a key role in blocking from
Twitter the New York Post exposé on the Hunter
Biden laptop, according to Taibbi.

Lauren Culbertson
Head of U.S. Public Policy at Twitter

Culbertson summarized meetings with the White House officials
in a December 2022 summary: "The Biden team was not satis-
fied with Twitter's enforcement approach as they wanted Twitter
to do more and to de-platform several accounts. Because of this
dissatisfaction, we were asked to join several other calls. They
were very angry in nature."
