How can you comply with law enforcement if they are wearing a face mask that covers their mouth?
If you can't see or hear what they are saying, how can you comply?

Well, no one has said she was deaf, and needed to read lips, and you could clearly hear them on the video, farther away than the woman in the truck.
And have you never heard any talk through a face mask? It doesn't significantly impede the sound. Try it yourself. Cover your mouth with a mask, t-shirt, whatever's available, and try barking loud commands like the officers did. You'll find it's easy to hear.

People don't have to be deaf to read lips. It's something that people can do subconsciously to fill in when their mind can't make out what is being said due to background noise (Which can come from the car engine, music or people barking at them).
The ambushing tactic of law enforcement is meant to be used on criminals (say for instance smashing windows to cause distractions, bellowing directional orders (although getting multiple people to coordinate the same instructions can be a problem), leaning in to take they keys/adjust the steering wheel or put on a parking brake etc.
If the person had an underlining condition like a past head injury, it's very likely that too many people barking orders all at once would of panicked them and they would of reacted hastily and likely inaccurately.

Maybe that explains why she was dumb enough to think she could block law enforcement and then try to flee.
