"Whenever—

(1)the United States, or any of the Commonwealths or possessions, is invaded or is in danger of invasion by a foreign nation;

(2)there is a rebellion or danger of a rebellion against the authority of the Government of the United States; or

(3)the President is unable with the regular forces to execute the laws of the United States;

the President may call into Federal service members and units of the National Guard of any State in such numbers as he considers necessary to repel the invasion, suppress the rebellion, or execute those laws..."


(3) would certainly seem to apply, since concerted attempts are being made to prevent the execution of the immigration laws of the United States.

(2) would arguably apply as well, given that state and local officials are doing their best to impede the execution of the laws of the United States.

So exactly what "laws" do 20 protesters standing outside a building make it impossible to be enforced? We see big black SUVs leaving and entering the gated parking lot all the time, presumably enforcing laws without being hindered in the least. Once again, Trump and his legal goons trying to twist the laws in order to put on a televised shit show for America as proof that he is cracking down on crime and "Antifa".

And yet the local police are there and arresting those who commit crimes. It's just that unlike ICE riot police shooting pepper balls gas and shoving people around, they have to wait for people to actually commit a crime first before arresting them. "PORTLAND, Ore. — Two people were arrested by Portland police during the protests at the U.S. Immigration and Customs Enforcement facility on South Macadam Avenue Sunday night.

The first arrest was made shortly after 8:15 p.m. when a man reported that he had been a victim of harassment. Portland police arrested a 41-year-old man on a suspected harassment charge. Police didn't provide further details about the arrest.

Around 10:20 p.m., officers in the area responded to reports of an assault near South Bancroft Street and South Moody Avenue. They found a person with non-life-threatening injuries, and soon after arrested a 36-year-old man on suspicion of assault and disorderly conduct.

A KGW reporter who was on scene at the facility saw federal officers take an aggressive stance towards demonstrators, using pepper balls and smoke grenades on the crowd Sunday night.

The protests now feature both anti-ICE demonstrators and some there in support of ICE, with conservative influencers like Nick Sortor among the latter. That's added a new dimension to the protests beyond the confrontations with federal officers."

Wow...just 3 arrests by Portland police! Let's hear it for the PPD! So how does this in any way necessitate sending in National Guard troops, who can't arrest anybody?

Based on recent news reports from early October 2025, federal agents have arrested at least 15 protesters in Portland during a series of demonstrations outside a U.S. Immigration and Customs Enforcement (ICE) facility. This does not include any arrests made by local Portland police officers.

Yeah we all know how that works. You push someone around and provoke them enough until you get something you can arrested them for. Something vague like "harassment" or "resisting arrest." But even then it's the ICE agents making arrests. In no way does this require the deployment of Federal troops to stand around looking clueless.
Yes, protestors do harass, provoke, impede, vandalize, and trespass, forcing federal law enforcement to deal with protestors instead of doing their assigned jobs.
