Nope...not at that distance. A backhoe would not be visible from that far away, and there's no such thing as glowing white construction machinery. This thing is huge and is something we haven't seen before. And fata morgana appears just above the horizon, not high in the sky above the clouds.

Your own video said it requires sunlight in order for the rays to be bent by a temp inversion. This is happening at night, so no...no Fata Morgana. As for that famous video of the city in the clouds of China, I don't believe it is a mirage as it is also too high up and lacks lighting. There are legends of cloud cities in China. I think it's something unexplained.
