Allowing 150 dollars to be stolen doesn't make sense to us, but it sure makes a lot of sense to them. These laws are created by corporations, for corporations. What to do? Poor folks have no money so they'd have to steal money to pay a fine. Making folks work for nothing is probably a human rights or constitutional issue. Keeping folks in prison is expensive and they probably come out worse than when they went in .. so the answer is?.. Public flogging?
