Because in dope logic, legalizing it magically makes people stop buying and using the synthetics. As well as eliminates the practice of tainting the real thing with brodifacoum. The latter started as a personal preference way back in 1994 or earlier, 14 years before the synthetics were introduced to the United States in 2008.
