Viewing as a Guest or Not Logged in

Currently I've been trying to streamline it a little more to deal with whether this site is viewed as a Guest or Member.

While it's possible to leave a lot of functionality available to guests, it does have the consequence of potentially being misused (be it purposely or accidentally) which can cause a number of problems to the site itself. (Notably in slowdowns etc) 

So for this reason I intended to try and reduce the number of things available for guest access, like for instance not being able to use the SEARCH function on this forum.  However I realised that not everybody necessarily wants to have to login just to find out if there is a new post (as the View New Posts link actually uses the SEARCH function), so it meant trying to work out how to do a work around.

In the end I decided to keep the SEARCH function from being used by Guest's but to work around the problem of showing new posts, I re-initiated the Portal page.  This basically means if you aren't logged in you can use the portal page to see the most recent posts in the far right vertical column, with up to five of the newest having their first posts (in full) being shown too.
