A zeppelin filled with breathable air would "float" at this altitude, making investigative missions feasible. Above the cloud-tops, Venus has been called a "paradise planet." NASA has proposed a mission devoted to human settlements there, HAVOC: the High Altitude Venus Operational Concept.
