Hhhhhmmm.... Must really mean "only underwear or something passable as underwear". Since wearing a dress, kilt, toga, etc would qualify as "no trousers".

i adore the British culture for these types of things.
quietly British culture has been pushing the boundary's of science and culture in these types of ways that other more conservative countrys simply cant.

it may seem silly to many, but underneath it is 2 core attributes
acceptance of difference while not being predated upon.(builds stronger communities)
group bonding that defys manifest sexual/gender conformity
