note im not posting too many details as i know there is the odd troll who visits so i recomend you do not post any definable info in your posts.

random throtling latency off the chart, stalls and instant 1st touch download of web pages then stalls.
easy to see it is some type of throttling program going crazzy.

ping times are consistantly in the 180 to 280 range for what should be no more than about 100.
local ping is around 75 when it should be around 30.

talking to the isp companys can be very frustrating
