If you have a digital video recorder of any kind, you can make the experiment yourself. That's likely the only way you'd understand what's going on. But I doubt you really care to test it. The object is clearly moving consistently in a circle in a CCW direction at a constant velocity. Movement or vibration of the cellphone would only result in a squiggly random mess. Meh. There's actually moments in the video where there is no vibration and you can see it's just a stationary light. Not like the facts would ever change your mind though. It's all just vibrations or micro-tremors in the hand reacting with optical image stabilization.
